Supporting the implementation of the national employment system in Costa Rica

The EUROsociAL+ Social Policies area in IILA advises the National Learning Institute to strengthen its role as a national employment agency.

EUROsociAL+ supports the National Learning Institute of Costa Rica in a new phase of accompaniment aimed at strengthening its role as the National Employment Agency (attributable through Executive Decree no. 41776 of June 2019), to give it an organisational model and a computer system appropriate to its activities and with valid strategic and operational instruments for business management.

In its previous accompaniment phase, EUROsociAL had supported the National Learning Institute in drawing up a proposal, agreed by various sectors, for the transformation of technical education. This proposal was materialised in the presentation in the Legislative Assembly, in December 2019, of a bill for the strengthening of vocational training for employability, social inclusion and productivity in the face of the Industrial Revolution 4.0 and the employment of the future.

Based on this important achievement and within this new panorama, the National Employment System is in the implementation phase, and a new phase of technical support for EUROsociAL has been set up, with the following objectives:

(i) to support the implementation of the National Employment Agency through the promotion of knowledge of the operation of other leading agencies at the international level and the definition of the operational and administrative organisational model to adopt;

(ii) to support the design and implementation of a National Learning Institute computer system (beta version) for the management of activities related to the National Employment System and that effectively reflects the interrelation between the four layers of the management model defined by Decree 41776 (training and education; labour intermediation; permanence in employment; monitoring);

(iii) to support the preparation of a “business management” manual, that is, a management model of the linkage activities between the National Employment Agency and the Network of Employment Units with the companies/employers.

The technical assistance work will continue remotely.
