Innovations in the Public Employment Service of Colombia: expanding and improving work with companies

The EUROsociAL+ EU Programme, through the Social Policies Area coordinated by IILA, is assisting the Colombian Public Employment Service in the development of a plan to attract companies to optimise the relationship between supply and demand. Within this framework, a mission has been carried out by experts who support the action to work directly with entities that provide these services.

The Public Employment Service (SPE) of Colombia, is immersed in a process of constant improvement and innovation which highlights the commitment to better link with companies, to strengthen and optimise the relationship between supply and demand; a nexus that benefits companies seeking the best profiles for their jobs and, at the same time, people to the extent that it allows them to directly approach these jobs and also to be better guided regarding the construction of increasingly competitive job profiles.

The Social Policies area of the EUROsociAL+ Programme has been assisting this process since 2020, creating a set of instruments which modernise the system and especially and increasingly solidify the relationship with companies. In this context, a mission on the part of the action’s reference experts was carried out in the week of 7 to 11 February, to advise different service providers on the implementation of the plan of engagement with companies.

EUROsociAL+ experts and the SPE Unit’s technical team held 9 roundtables with 3 public employment service providers: CAFAM Family Compensation Fund, the Mayor’s Office of Bogotá and the National Apprenticeship Service’s Public Employment Agency (APE-SENA), to develop the pilot implementation of the Business Engagement and Attraction Plan. Thanks to the work groups, the threats, weaknesses, strengths and opportunities of each provider have been identified, as well as the context of their actions in order to make a detailed diagnosis which, in each case, enables acting in favour of improving obstacles and taking advantage of opportunities. This analysis has made it possible to plan, with each provider, an itinerary to implement the plan to attract companies and, at the same time, favour the capacities of the professionals who must lead it.

The implementation of the Business Engagement and Attraction Plan is an SPE Unit commitment to strengthen its Provider Network and thus reduce individual and organisational gaps by improving business engagement strategies and significantly innovating its operation.
