EUROsociAL facilitates South-South transfer between the well-known "Lei do Apprentiz" in Brazil and the Salvadoran strategy to implement its National Decent Employment Policy
Apprenticeship contracts are already implemented in El Salvador based on the Labour Code, and now the Ministry of Labour aims to define a promotion strategy so that young people and companies know more about the benefits and opportunities provided by this form of employment.
And it is with the aim of seeing a successful experience in implementing apprenticeship agreements that a delegation from the El Salvadorian Ministry of Labour, led by Minister Sandra Guevara, visited Brazil, a country that since 2000 has had a law known as the Lei do Aprentiz, which establishes quotas for employing young people, adolescents and disabled people by public and private companies.
The Salvadoran delegation had the opportunity to meet with the Brazilian Minister of Labour, Caio Vieira Mello, and with the ministry team responsible for apprenticeship contracts (the Ministry of Labour has the function of monitoring the application of the law through work inspections).
The apprenticeship programme has no cost for the State, because it is funded entirely by companies. During the visit, the Delegation was able to meet different companies that employ apprentices, such as Caixa Econômica Federal, Metro DF and JC Distribuçao.
As part of the agenda, a meeting was held in Brasilia with Márcia Rollemberg, ambassador of the Joven Candango youth employment programme, while in Goiânia, the capital of the State of Goiás, there was a luncheon at the Official Residence of the State Governor.
Goiânia is the city where more than twenty years ago the Red Pro Aprendiz was created, a national network of educational institutions that promote socio-economic development and the inclusion of young people in the working world. The Network arose from the experience of the Pro Cerrato Foundation, an environmental foundation that developed a programme to combat juvenile delinquency at the end of the nineties, the Young Citizen Programme, which fostered social inclusion through work. When the Apprenticeship Act was approved in 2000, the possibilities for expanding this initiative were broadened. Today Red Pro Apprentiz serves 170,000 young people, 15,000 young people who are currently receiving support, 40 partner institutions throughout the country, and it is present in 22 states and in 1,300 public and private associated companies.
