Uruguay sees the French experience on the scaling of dependency

The EUROsociAL+ social policy area at IILA has facilitated the transfer of knowledge from the National Solidarity Fund for Autonomy (CNSA) of Paris to the National Care Secretariat (SNIC) of Uruguay.

Both institutions have exchanged information on the dependency modules to be included in statistical surveys, on the scales for granting benefits and the chain of management of care services in France. While dependency in Uruguay is measured homogeneously, in France there is a historic distinction between the measurement of dependency among older adults and the disabled.

What’s more, while in Uruguay care services are assigned according to the degree of people’s dependence, in France services are supplied based on a global analysis of the person’s needs, from which a personalised aid plan follows. Of the 6 levels of dependency that are measured in France (which are three in comparison in Uruguay: mild, moderate and severe) 4 qualify for subsidies, with maximum ceilings of financial coverage that grow alongside the loss of individual autonomy.

With some proposals to review the instruments used to measure dependency, this visit closes the itinerary of accompaniment for the EUROsociAL+ Programme in its support for improving dependency care in Uruguay.
