Territorial peace construction in Colombia

EUROsociAL+ promotes the International Europe-Colombia Dialogue: Victims and Peace Forum has been held in Bogota, an exchange of lessons learned, public management and experiences of territorial peace construction

Within the framework of the Peace Process in Colombia, the EUROsociAL + programme financed by the European Union cooperates with the Ministry of the Interior of the country to develop peace policies in each subregion. For this reason, the International Europe-Colombia Dialogue: Victims and Peace Forum has been held in Bogota, an exchange of lessons learned, public management and experiences of territorial peace construction.

International experts, governors, mayors, victims’ liaisons and officials of the country participated in this forum to talk about the developments, learnings and challenges represented by the implementation of peace policies from the particular nature of each subregion of the country.

This meeting also had a previous workshop on Territorial Action Plans for Victims, a fundamental part of the Development Plan of each Colombian municipality and which integrates Development Plans with Territorial Approach, defined in the Peace Agreement as the main mechanism for implementing the agreed measures.

The director of the FIIAPP, Pedro Flores, highlighted at the opening of this workshop that he is particularly pleased that “these international cooperation activities are contributing to strengthening a shared community of values with Colombia“. He also reviewed the work of EUROsociAL +, whose management is lead by the FIIAPP, which “adapts to the national demand of countries and tries to offer ideas and experiences from other countries that may be relevant for the policy reform processes”.

The EUROsociAL + programme supports a strategy to articulate the Territorial Action Plans of six municipalities and three departments, as a transit to post-conflict in Colombia. The proposed articulation of these plans will be validated with the territorial entities and seeks to be an experience to replicate in other regions of the country.

The objective of the workshop was to present the results of the pilot project to update the Territorial Action Plans (PAT) in six municipalities, as well as to provide training to victims’ liaisons in the 30 invited municipalities.
