Strengthening the Amachay Network for the protection of older adults and people with disabilities in Peru

The Ministry of Development and Social Inclusion and the EU EUROsociAL+ Programme will make it possible to ensure the sustainability of the protection network for older adults and people with disabilities in Peru, in the multi-sectoral and intergovernmental strategy that provides care to a population at high risk from Covid-19.

Peru’s Ministry of Development and Social Inclusion (MIDIS) and the European Union programme EUROsociAL+ have started a joint effort to strengthen Amachay, the support network for elderly people at high risk and people with severe disabilities, created through Supreme Decree No. 005-2020-MIDIS to protect these population groups, within the framework of the national emergency against COVID-19.

This strengthening work aims to ensure the sustainability of this great multi-sectoral and intergovernmental strategy that seeks to articulate the work in the territory between the MIDIS teams, the Ministry of Women and Vulnerable Populations (MIMP), the Ministry of Health (MINSA) and the local and regional governments in the timely care of people who, given their situations, are more likely to become infected with coronavirus.

In this sense, it is foreseeable that the EUROsociAL+ programme will collaborate in the development of a diagnosis of the Network’s organisation, operation, local management and support services, in order to identify elements on which its implementation and continuity beyond the pandemic will be supported.

Subsequently, a work plan will be defined aimed at turning Amachay into a permanent care and protection system for elderly people at high risk and people with severe disabilities, operated and managed by local governments, which, in coordination with various sectors and institutions, will provide these populations with a package of services and benefits that meets their needs.

Since the COVID19 emergency began, the European Union, through its cooperation programme with Latin America, namely EUROsociAL+, has been providing various countries with support regarding the definition and implementation of response measures, both at the national and regional level, starting from dialogue and the exchange of experiences in Europe and Latin America.

For its part, MIDIS highlights the value and importance of international cooperation as a key instrument of collaborative work and global solidarity to face the full extent of the crisis generated by COVID-19.
