Latin America and the European Union will promote policies to fight gender-based violence aimed at prevention and men’s education

EUROsociAL contributed to the CELAC-EU workshop on prevention of gender-based violence planned by the European Union (Delegation in Argentina and EuropeAid), the Directorate for Women of the Argentine Chancellery, the Ministry of Women's Affairs of Chile

“The importance of working on education in gender issues with men involves a commitment that must be renewed individually and collectively, from the private to the public sphere, and from the national to the global”, stated Argentine Chancellor Jorge Faurie at the close of the international workshop on the prevention of gender-based violence, within the framework of the joint activities between the Community of Latin American and Caribbean States (CELAC) and the European Union (EU).

The workshop was planned by the Republic of Argentina, in its role as the coordinating country for the CELAC-EU Gender Chapter; the European Union through its Directorate-General for Development and Cooperation (EuropeAid / European Commission); the Ministry of Women’s Affairs of Chile; and the EUROsociAL+ programme, which promotes public policies for equality between women and men from one of its areas.

The event was also attended by Aude Maio-Coliche, European Union Ambassador to Argentina; Fabiana Tuñez, Executive Director of the National Women’s Institute of the Republic of Argentina; and Alejandro Pablo Armarian, Minister Counsellor of the Embassy of the Republic Chile in Argentina.

The workshop, which emphasised prevention policies and men’s education, was attended by more than 130 representatives of public institutions in the two regions which are very active in sharing their educational work with men, such as Finland, Costa Rica, the Dominican Republic and Paraguay, among others; of international bodies such as UN Women, ECLAC, UNDP and the Inter-American Commission of Women of the OAS; and of civil society. The attendees debated and exchanged experiences for two days at the Palacio San Martín in the Autonomous City of Buenos Aires.

Gender budgets

The Directorate for People and Peace of EuropeAid, Jean-Louis Ville, introduced an important element for improving public policies aimed at combating violence against women, saying that “countries should plan their public budgets with an awareness of gender. At the parliamentary level, for example, it something that should be discussed, and it is also necessary to push those who work as finance ministers to consider this”.

The first dialogue on gender was formally launched on 27th November 2013 in Buenos Aires, and it has continued to be frequent subject of discussion ever since. Discussions began after the meeting in January of the same year, when the CELAC-EU Summit of Heads of State and Government took place and at which a decision was made to establish a dialogue on gender in order to “strengthen gender equality, democracy and foster fair and egalitarian societies”.
