Improving the provision of employment and vocational training services in Uruguay according to criteria of quality, equity and pertinence

EUROsociAL+ and the Uruguayan National Directorate for the Promotion of Employment collaborate in adapting institutional roles and functions for a modern public sector, with the coordination of the Social Policies area of the Programme at IILA.

EUROsociAL+ has facilitated a technical advisory mission by the expert Fabian Repetto to Uruguay, providing the National Directorate for Employment Promotion (DINAE) with support under framework of the European Union Programme for social cohesion.

One crucial aspect in the modern public sector is identifying who is to exercise leadership over certain public affairs To contribute to that leading role, which falls to the Ministry of Labour and Social Security (MTSS), DINAE has, as an immediate challenge, to better explore its own functions in line with the multiplicity of objectives that frame its actions.

In this regard, technical advice has been directed towards the preparation of a first document containing clarification and description of the roles and functions of DINAE. The latter, in order to improve the provision of employment and vocational training services for citizens at the national and departmental level, according to criteria of quality, equity and pertinence, with the management of economic and technical resources being carried out in a transparent and rational fashion, and the clarification and performance of institutional roles.

A roadmap and recommendations for the consolidation of the roles and functions of the National Employment Directorate were also presented. Both have been validated by the current authorities and will be subjected to consultation by the new Government of the Nation.

This support will continue electronically between the Programme and the Uruguayan institutions.
