Improving integrity in the Peruvian public sector through human resource management

EUROsociAL+ has facilitated the transfer of European (Portugal, Holland, France, Spain) and Latin American (Chile, Argentina) experiences to the Peruvian National Civil Service Authority, in charge of managing human resources in the public administration

The European Union, through the EUROsociAL+ Programme, supports Peruvian public institutions in improving the public sector in terms of public service careers, training processes and recruitment. It has, therefore, provided the National Civil Service Authority, which operates under the Presidency of the Peruvian Cabinet, with the most relevant international experiences in integrity policies and the fight against corruption in the public service.

In order to do this, leading specialists and policy makers transferred European (Spain, Portugal, Holland and France) and Latin American (Chile and Argentina) public experiences to public officials participating in the different knowledge transfer activities that EUROsociAL+ co-organised together with Peruvian institutions within the framework of the joint action to build a “strategy for the design and promotion of the integrity system in the Peruvian public sector through the management of human resources”.

In the last quarter of 2018, an international seminar entitled “Integrity Policies in Latin America: Limits and Possibilities from the Civil Service” was held in Lima, which received important institutional support from Peru, with the presence of the minister of social development, Liliana del Carmen La Rosa Huertas, and from the European Union in the figure of its ambassador in Peru, Diego Mellado.

These sessions allowed interesting aspects of codes of ethics, conflicts of interest, specific approaches for senior officials and informant protection systems to be dealt with, among others. All these experiences and reflections were collected by officials from SERVIR, a Peruvian public entity in charge of regulating everything related to public administration human resources, to feed improvements into its regulations and procedures that allow greater transparency and integrity to be ensured in recruitment, as well as in public service careers and in its training processes.
