Strengthening of the National System of Professional Qualifications in Paraguay

Professionals from the Paraguayan Ministries of Education and Science and of Labour, Employment, and Social Security validated the proposed action plan prepared thanks to the specialised advice of the European Union programme EUROsociAL+, with the coordination of the social policy area from IILA.

During the last few months, with adequate adaptation to the world situation, the consultation and analysis activities aimed at defining the challenges to be faced to strengthen the National System of Professional Qualifications (SNCP), that is, the set of mechanisms that give rise to the recognition of training or an apprenticeship, made significant advances. This work has led to the identification of 15 critical junctions and the following elaboration of a proposed action plan that includes short, medium, and long-term goals. The document, prepared in close coordination with the main actors in professional technical education and training (TVET), focuses on four areas:

1) Governance, regarding the normative standards that each country considers desirable to have a system that ensures efficiency, effectiveness, and equity in the use of resources and policy-making.

2) Linking training with companies, to better link TVET programmes with the world of work and improve job placement processes.

3) Quality, for a better alignment between the training offering and the needs of the different stakeholders, that is, the needs and satisfaction of adults and the requirements of the productive sector expressed in increasing the competitiveness of companies and the improvement of workers’ skills, learning, and conditions to achieve quality employment.

4) Permeability, about the SNCP’s ability to allow and help people to follow training plans and/or careers throughout their lives, recognising all their learning and skills, regardless of how they were acquired.

The results of the specialised advice are presented in a webinar, organised by the Ministries of Education and Science and of Labour, Employment, and Social Security of Paraguay, the EUROsociAL+ programme, the Organisation of Ibero-American States, with the participation of the European Union Delegation in Paraguay, on 16 July 2020.
