Members of the Consortium

EUROsociAL+ is made up from a consortium of four institutions, three European and one Latin American; in addition to the European Commission as the European Union entity that finances the Programme:

Secretariat of Central American Social Integration (SISCA)

The General Secretariat of the Area or Social Subsystem of the Central American Integration System (SICA), is the technical body that promotes the coordination of inter-sectoral social policies among the Member States of SICA and any requests for integration, establishing regional agendas to address common sustainable development challenges in Central America and the Dominican Republic.

Headquarters: Panama City, Panama.

Central American Integration System (SICA)

It is the institutional framework for Central American regional integration created by Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama. Subsequently, Belize became a full member in 2000 and was joined, as of 2013, by the Dominican Republic.

European Commission

It is the politically independent executive body of the European Union. The Commission is the only body responsible for drafting proposals for new European legislation and for implementing the decisions of the European Parliament and the Council of the EU.

Consortium
Directorate-General for International Partnerships –DG INTPA

It is responsible for designing European policy on international cooperation and development and for providing help around the world.

How it is coordinated

FIIAPP, Expertise France and the IILA form the central core of the programming and implementation exercises at sectoral and inter-sectoral level. Together with SISCA, they are members of the committee in charge of reviewing and pre-approval of the annual action plans submitted to the General Directorate for International Cooperation and Development of the European Commission.

FIIAPP is also the lead institution of the consortium and runs the Management and the Programme Office, which is responsible for monitoring and assessing the actions and development of cross-cutting activities such as communication, visibility and knowledge management; it also supports the Programme’s strategic positioning.

FIIAPP, Expertise France and IILA each have their own responsibilities with respect to the three public policy areas of the Programme, Democratic Governance Policies, Gender Equality Policies and Social Policies, respectively. The actions performed by SISCA will focus on the establishment of synergies and areas that complement its own mandate by finding areas that overlap with the work being done by EUROsociAL that can promote harmonisation of the social agenda in Central America.
