The objective of the activity is to disseminate the results of the diagnosis carried out to strengthen Technical Education and Vocational Training in Paraguay, encourage the commitment of the different actors involved in the implementation of an action plan, and promote new actions with the support of international cooperation, product of the consensus and agreements between the Ministry of Education and Sciences and the Ministry of Labour, Employment, and Social Security of Paraguay.

The meeting was organised by the Ministry of Education and Sciences (MEC) of Paraguay and the Ministry of Labour, Employment, and Social Security (MTESS) with the support of the European Union, the Organization of Ibero-American States for Education, Science and Culture (OEI), and the EUROsociAL+ Social Policies area.

In some countries, measures are being taken and sectoral protocols are being adopted for the progressive resumption of activity after the lockdown caused by the coronavirus. From the point of view of safety and health at work, governments have established protection and prevention measures aimed at minimising the occupational risks derived from the gradual and progressive return to work. This webinar focuses on safety and health measures for the care of workers in the sector and care measures for the workforce that, in general, uses public transportation to get to work.

This webinar is part of a cycle of three dedicated to the exchange of knowledge and experiences on the sectoral agreements that are being adopted in the countries of the Southern Cone to preserve health and safety conditions in the gradual return to workplaces in three specific areas: construction, public transport, and work in private homes.

This activity is co-organised by the Ministry of Labour, Employment, and Social Security of Argentina, the Superintendency of Occupational Risks of Argentina, the Office of the International Labour Organization Southern Cone, and by the Social Policies area of the European Union programme EUROsociAL+.

The main objective of the international seminar “Results: Spending review Paraguay” was to present the main conclusions derived from the evaluation of the “agricultural productivity” budget programme jointly undertaken between the Paraguayan Ministry of Finance and Ministry of Agriculture and Livestock and that has had the technical assistance of the Spanish Institute of Fiscal Studies.

The Seminar was structured in two parts. The first focused on presenting some regional experiences of interest. Specifically, the representative of UN Women presented an overview of the region in terms of budgeting with a gender perspective and the possible applications of budget evaluation. Interesting experiences from Costa Rica were also presented by MIDEPLAN and from the State of Guanajuato (Mexico) through its Ministry of Finance. The second part was dedicated exclusively to the results, conclusions and recommendations of the Paraguayan Spending review.

The Constitution of Paraguay establishes the rights and obligations of the family, functions of the State and guarantees equality for all people and, in particular, protection of children and the well-being of the elderly and people with disabilities. The country has signed up for a set of regional and international undertakings that highlight the commitment to make care a central aspect of public policies on social protection, raising awareness of the needs of people who require care and of the people who care for them.

The seminar was an opportunity for dialogue and reflection that brings together different political and social actors in Paraguay regarding the importance of promoting a National Care System as a pillar of social welfare.
