The pandemic has caused a crisis of enormous proportions, although its effects vary by country and region. The Latin American and European countries have applied extensive mitigation measures, with the challenge of facing critical aspects in their societal models. The absence of new measures and public policy interventions could deepen inequalities.

This bi-regional dialogue, organised by the EU’s EUROsociAL+ Programme for Social Cohesion, is aimed at addressing the role of social resilience in recovery and reactivation plans in Europe and Latin America, in other words, how such plans connect an economic relaunch with social investment.

During the webinar, the questions that arise when facing the effects of the pandemic in terms of social cohesion will be addressed: “welfare systems”, fiscal policies, public capacities for implementation, public-private coordination and gender equality. All this within the framework of the recovery and reactivation plans designed in Europe and Latin America.

From September 30 to October 1 | Spanish Cooperation Training Centre (La Antigua, Guatemala)

The new scenario of “development in transition” reveals the profound changes that operate in the relations between the cooperation actors, since the traditional donor/beneficiary approach is giving way to a more horizontal association, which emphasises technical cooperation, the exchange of learning and knowledge and alliances with non-institutional actors. According to the above, a more inclusive construction of the agenda and public policies makes sense, opening spaces for multi-stakeholder dialogue.

But how do we incorporate these dialogue spaces in the EU-LAC agenda? What non-institutional actors play a key role in building trust and fighting inequality? Who are the vectors of “social cohesion”, and how are bridges built with institutions to develop inclusive policies capable of closing gaps in development in transition?

Putting these thoughts forward is essential to understand the dynamics and tensions that permeate the construction of public policies aimed at reducing inequality, and that can facilitate – or hinder – the expected impact. When addressing inequality and trust, some actors appear to be especially key: the media, emerging social movements (and their institutionalisation), cultural actors and youth organisations. Understanding their role, and looking for mechanisms to incorporate them into the EU-AL agenda and generate multi-stakeholder alliances, is important to build inclusive, participatory, consensual, and social trust-generating policies.

9, 10, 11 and 12 July, 2019 | Cartagena de Indias

More than two years into the new phase of the Programme, this is an opportune moment to bring together its protagonists, for a period of reflection, taking a cross-cutting approach between Latin America and Europe, on global trust and the programme’s performance in this scenario with a review of issues related to overcoming divides in global agendas. From a strategic standpoint, the meeting will be a bi-regional space for dialogue on social cohesion, inclusive growth, equity and trust. Operationally speaking, the meeting is an opportunity to socialise the initial progress of the programme and to work with participants to prepare a clear road map for action in public policy, as well as its regional and country dimension.

June 18 and 19, 2019 | Brussels, Belgium

EUROsociAL+ will participate for the sixth consecutive year in the European Development Days, which in this edition focus on inequalities.

Tackling inequalities to build a world that leaves no one behind is the theme of this edition of the European Development Days, the thematic forum of the European Commission specialized in development and international cooperation.

EUROsociAL+, the EU program for social cohesion in Latin America, will participate with 3 major activities: A High-Level Panel to reflect on the concept of development in transition, a Project Lab on inequalities in the labour market, and a stand at which we will dialogue with the “EDD community”.

20, 21 y 22 de noviembre de 2017 | San José de Costa Rica

Following in the footsteps of earlier phases of EUROsociAL, an in-person meeting of Europe and Latin America took place to address social cohesion through dialogue. In this edition, the Sustainable Development Goals and the role of the social agenda in the current Latin American scenario were starting points for debate. San José de Costa Rica, took the baton from Madrid, Antigua (Guatemala), Lima, Brussels and Salvador de Bahía, all cities where EUROsociAL has met to continue the ongoing dialogue among countries, institutions and companies in the two regions.

The president of Costa Rica, Luis Guillermo Solís, and EU Ambassador Pelayo Castro, opened the annual EUROsociAL+ meeting 2017 with more than 250 representatives from 19 countries in Latin America and the Caribbean, and institutions and ten Member States of the EU.
