Argentina-France exchanges on unemployment protection policies

From its area of Social Policies, the EUROsociAL+ Programme supports the Ministry for Labour, Employment and Social Security of Argentina in strengthening the country's employment services.

On 10 and 11 February 2022, the cycle of virtual exchanges concluded between the Social Security Secretariat (SSS) of Argentina and the French National Employment Service (Pole Emploi), which had begun in December 2021.

This exchange to learn how the employment service is structured in France and the innovations that are taking place in the context of the post-COVID recovery is part of the activities with which EUROsociAL+ is committed to the relaunch, refinancing and reformation of active employment policies in Latin America.

Emmanuelle Foussadier presented the experience of Pole Emploi to officials and authorities of the Secretary of Employment and the Secretary of Social Security of the Ministry of Labour, Employment and Social Security of Argentina, as well as representatives of ANSES, Ministry of Social Development and the National Registry of Rural Workers RENATRE.

At the opening, Francesco Chiodi, coordinator of the Area of Social Policies of the EUROsociAL+ Programme, stressed that the economic recovery in the Region is insufficient for the labour markets to recover, that “the push also comes from the informal sector. Of the 49 million jobs lost, 4.5 million are still to be regained (almost all women). We cannot wait for the “fruit” of economic development to increase employment and generate quality employment. It is time to take a step forward with a busier and more impactful agenda. We must believe in employment policies: to anticipate, to accompany transitions, to reduce inequalities, to improve the intersection of demand and supply, to once and for all enlighten all continuous training systems. Employment policies cannot be the poor man’s development policies. It is time to relaunch, refinance and reform.”

For his part, the Social Security Secretary, Luis Bulit Goñi, “profoundly thanked the European Union’s EUROsociAL programme for its permanent and constant work of support, cooperation and exchange that is highly valued for our ministry […]each one of the encounters we have had has been at a truly indisputable level in terms of quality and excellence”.

EUROsociAL+ support continues with the knowledge from the good practices of Germany and Italy in the coming months.
