A proposal for a Public Policy on Professional Technical Education and Training in Honduras has been delivered after a year of joint work between national, public and private and international cooperation actors.

In a virtual meeting held on 14 July, the National Education Council received the proposal for a Public Policy on Professional Technical Education and Training (PTET), together with a document on the National Qualifications Framework and the progress made on the Professional Profiles Catalogue.
EUROsociAL+ has supported the development of the PTET policy and the other instruments mentioned in coordination with the EUROLABOR European cooperation programme and the FOPRONH German cooperation programme.
This process, which began in February 2020, has been promoted by the institutions on the National Education Council (CNE): the Technical Secretariat of the CNE, the National Autonomous University of Honduras (UNAH), the Under-secretariat of Labour and Social Security (STSS), the Secretariat for Education (SEDUC), and the National Institute of Professional Training (INFOP).
The PTET policy is based on the theory of change and includes 13 areas, which seek to improve the employability of workers, particularly young people; increase productivity; promote inclusive social policies (through combating vulnerability/informality); and support the green and digital transition.
It is worth highlighting the methodology that has made it possible to establish a public policy proposal, that is, the dialogue between national actors – universities, INFOP, ministries, the private sector, workers’ representatives – and external cooperation actors. The next step will be to implement the policy, with a particular focus on the coordination between active labour market policies and the technical and vocational education and training system.
