Methodological guide for the incorporation of the gender approach in territorial investment projects

This document was worked on between EUROsociAL + and the National Planning Department of Colombia. This methodological proposal has the objective of providing territorial governments with a simple tool so that in their planning and budgeting instruments, they incorporate criteria that allow them to advance in gender equality in three central themes: (i) economic participation, (ii) ) elimination of violence against women and (iii) habitat, housing and environment.
It is expected that the methodology can be replicated in municipalities of categories 4, 5 and 6, which represent 94% of the country’s municipalities and concentrate the highest levels of poverty. In order to test and adjust it, this tool was applied as a pilot test in the municipality of Gachancipá, Cundinamarca in November 2019. At the beginning of March 2020, when the Covid-19 crisis broke out in Colombia, the Territorial Councils of Planning were studying the government proposals for development plans, in accordance with the guidelines of Law 152 of 1994 (Organic Law of the Development Plan), so the guide was updated taking into account the pandemic and its consequences, to incorporate it into the process.
