This document is the product of the strategic alliance between the Ministry of Justice and Law, the Office of the Attorney General of the Nation and the Mayor’s Office of Quibdó, with the technical support of the European Union Program: EUROSOCIAL +, with the aim of promoting cooperation technique for strengthening public policies for access to justice in the Criminal Responsibility System for Adolescents with a restorative approach. This work focuses on providing support for the implementation and strengthening of the Juvenile Restorative Justice Program of the Ministry of Justice and Law and the International Organization for Migration, which may be supported in those restorative juvenile justice programs of the entities that make up the Criminal Responsibility System for Adolescents in the municipality of Quibdó. The objective of the technical assistance consisted of developing a diagnosis in a specific territory of Colombia, which allows knowing and understanding the main risk factors for the commission of adolescent crimes and the operation and institutional organization of the SRPA in the Municipality of Quibdó (Department of the Chocó, Colombia). This makes it possible to put into perspective the lessons learned from the operation of the SRPA in general, but also to place the real possibilities of restorative justice in particular and specific contexts.
