Towards strengthening the National Employment System in Guatemala

The expected results of EUROsociAL's support, which are articulated around the three axes indicated above, represent priority aspects for the continuity and consolidation of the work lines of the European Union's Youth Employment Programme

EUROsociAL+ has completed the first mission in Guatemala within the framework of the action to “strengthen and consolidate the management and operation of the inter-institutional system of the National Employment System”. This action has three main axes: (i) support for the Inter-institutional Technical Board-ITB, the operational arm responsible for implementing the National Decent Work Policy-NDWP, composed of technicians from the Ministries of Labour, Economy and Education; (ii) strengthening the Network of Municipal One-stop Employment Services (MOES) and (iii) strengthening the National Labour Training System. Its overriding goal coincides with the objectives of the National Decent Work Policy-NDWP and the action aims to contribute to this by strengthening mechanisms for more integrated management by the institutions of the ITB.

During the mission, the international experts involved by EUROsociAL have met with the vice-ministers of labour and education, and with the technical teams that make up the ITB, with the aim of updating information and establishing operational strategies for the development of the three activities of the Action. There has also been a working session with international cooperation agencies working in the field of professional technical training in Guatemala.

At the end of this first mission, the EUROsociAL+ team and the ministerial technical teams defined the main lines of work for the coming months for each of the three axes of the action: to strengthen the Inter-institutional Technical Board, an internal communication system will be created for the teams of the four sub-commissions that make up the ITB and a system of indicators for the NDWP Action Plan will be established; to strengthen the MOES, the improvement of their performance in terms of vocational guidance, sustainability strategies and monitoring and evaluation systems will be supported. In relation to the strengthening of the National Labour Training System, in a first phase, work will be carried out to define the different elements of the System – qualifications catalogue, competences accreditation and vocational guidance – to be able to successively establish a Tripartite Body (administration, workers, entrepreneurs) for the governance of the National Labour Formalisation System – SINAFOL.
